11-year-old reporter rattles Chinese party leaders

Chinese officials accustomed to the tame questions of a compliant state press were caught out by a plucky 11-year-old student reporter during the country’s sensitive Communist Party congress.

Sun Luyuan, a Beijing sixth-grade student, on Friday shook up one of the tightly controlled party meetings on the congress’ sidelines with a question that put officials on the spot over China’s miserable food-safety record.

Noting that a steady stream of scandals and health scares involving tainted or unsafe food products had particularly affected students, leaving many sickened in various incidents, Sun asked why China can’t clean up its act.

“I love snacks, but I don’t dare to eat snacks now because we see so many reports these days of problems with food products,” she told high-level officials during a congress delegate meeting, according to state-run China News Service.

During the meeting at Beijing’s cavernous Great Hall of the People, Sun, who works for the Chinese Teenager News, continued by asking, “why are these kinds of food products available for purchase?”

Robert F. Kennedy's Daughter Demands Apology from Sotto

Kerry Kennedy, the daughter of former US Senator Robert F. Kennedy demands an apology from Philippines Senator Vicente Sotto III for plagiarizing his father's speech.

In a letter written on the official official stationery of the Robert F. Kennedy Center for Justice and Human Rights, Ms. Kennedy said:


"I urge that he (Sotto) apologize for his unethical, unsanctioned theft of Robert Kennedy’s intellectual property and the intellectual property of all those whose work he has plagiarized."

She further criticized the anti-RH Bill senator for his use of Kennedy's speech to block the passage of the RH Bill in the senate.

"In addition, I am particularly offended to see a speech my father gave in support of global human rights distorted by Senator Sotto as an argument against the right to contraception. Expanding and protecting access to contraception is a global priority I have promoted for years, and limiting that freedom was in no way the topic of the 1966 Day of Affirmation speech."

President Barack Obama returned to the White House on Wednesday emboldened by his stunning re-election and challenging his Republican opponents to work with him to avert a looming fiscal crisis.

Obama called congressional leaders, sending out an overt message that his priority was to try to break the deadlock in the lame-duck session of Congress that precedes his January 21 inauguration ceremony.

Binay on dynasties: Why bar qualified bets?

Vice President Jejomar Binay on Friday joined critics of pending bills and a people’s initiative to bar members of political dynasties from running for public office.
“I don’t believe in prohibiting dynasties. Why should there be a law to prohibit someone who is qualified [from running] when the people want him [elected]? The real spirit of democracy is the will of the people—vox populi,” he told reporters in an interview at Makati City Hall where he attended a mass to mark his birthday on Nov. 11.
Binay, who is being criticized for building a political dynasty, asserted that the antidynasty proposals were “only being pushed by people who are perennial losers” in elections.
The United Nationalist Alliance (UNA), which Binay leads, is fielding his daughter Nancy in next year’s midterm senate race.  Binay’s wife served as mayor of Makati City after his term expired and the current mayor is his son.
“Let us uphold and not frustrate the will of our countrymen. I repeat, if the candidates are honorable and the elections clean, anybody can run. If they ban dynasties, what next, prohibit the noninfluential and the uneducated from becoming candidates? Everybody should have equal opportunity,” he said.
“The issue of the dynasties is only cropping up because some people are not getting votes [to win]. They just want to eliminate their rivals,” he added.

The United States Navy contractor accused of dumping hazardous waste into Subic Bay last month is not covered by the Visiting Forces Agreement between the US and the Philippines, the Department of Foreign Affairs said on Friday.
“The VFA only covers US military personnel and US civilian personnel who are individuals employed by the US Armed Forces or those that accompany them such as employees of the American Red Cross and United Services Organization,” said Assistant Secretary Raul Hernandez, the DFA spokesperson.
“Since Glenn Defense Marine Asia Philippines Inc. cannot be considered US personnel, clearly its acts as third-party contractors are not covered by the VFA,” Hernandez said.
The VFA, the 1999 agreement that provides the framework for regulating the presence of US military forces and equipment in the Philippines, allows the US government to retain jurisdiction over US military personnel accused of committing crimes in the Philippines, unless the crimes are of “particular” importance to the Philippines.
The debate over this controversial aspect of the VFA—which many Filipinos see as one-sided and an affront to the sovereignty of the Philippines—has come into play once again after the Malaysia-based US Navy contractor accused by the Subic Bay Metropolitan Authority (SBMA) of dumping toxic waste in its waters invoked the protection of the VFA.

Consul General Mario De Leon yesterday said some Filipinos in Connecticut and Long Island were reported to be running low on potable water while many others in New Jersey, New York, and Connecticut have no Internet, telephone, or mobile phone connectivity following the devastation caused by superstorm Sandy on the Eastern Seaboard of the United States last October 29.
As of press time, the Philippine embassy and the Philippine Consulate General in New York said they do not have the exact figures on the number of Filipinos directly affected by Sandy but they have received reports that some Filipinos were evacuated in Atlantic City, Jersey City, New Milford, and other areas in New Jersey as well as in City Island and Staten Island in New York due to floodwaters.
De Leon said reports from the leaders of the Filipino Community also indicate that a large number of Filipinos are among the 8.5 million people in 13 states who are currently without electricity.
He said there are also reports that several Filipinos sustained some damage to their homes in Nassau and Queens counties in New York as well as in Hamden and Stamford in Connecticut as a result of violent winds and storm surges.

Palace: No pressure on PNP chief Bartolome

President Benigno Aquino III is not pressuring Philippine National Police (PNP) Director General Nicanor Bartolome to retire ahead of his mandatory retirement in March next year, Malacañang said Thursday.
The President has not said anything about talking Bartolome into retiring early, said deputy presidential spokesperson Abigail Valte.
“And obviously, even from the demeanor and the statements of DG Bartolome, there’s no pressure on him,” Valte told state-run dzRB radio.
Valte said Interior Secretary Mar Roxas’ designation of PNP Deputy Director General Allan Purisima as head of Task Force Halalan, which will oversee security in next year’s midterm elections, should not be seen as an insult to Bartolome.
Purisima, who was promoted last Wednesday to police deputy director general, the equivalent of a three-star general rank in the military, is widely rumored to be the designated successor of Bartolome, who is retiring on March 16 when he turns 56, the mandatory retirement age for police officials. The date falls right in the middle of the election campaign period.

A Filipino was among 22 people killed in a fuel truck blast and building collapse in Riyadh, Saudi Arabia on Thursday, Philippine officials said.

At least 12 other Filipinos were injured in the explosion, with 9 admitted to hospitals.

Philippine Ambassador to Saudi Arabia Ezzedin Tago confirmed Thursday night that one of the fatalities is a Filipino.
The victim was inside a vehicle parked in the area when the explosion occurred, reports said.

"Iyung namatay na Pilipino, kasama niya yung bayaw niya kaya na-inform yung mga kamag-anak sa Pilipinas," Tago told ANC's The World Tonight.

Foreign Affairs spokesperson Raul Hernandez also confirmed that a Filipino died in the fuel truck blast.
He said 9 are in hospitals while 3 have been discharged.

The victims were brought to the National Guard Hospital, the Habib Hospital, the Jazira Clinic, and Shumaisi, Hernandez said.

Pacquiao to spar vs 5 different boxers

Manny “The Pacman” Pacquiao put on his sparring gear and took his first US sparring session, as he prepares for his December 8th matchup against Juan Manuel Marquez.

“Feels good. I think I'm 70-80% conditioned. We have five, five and a half weeks. We have enough time,” Pacquiao said.

Pacquiao spent Tuesday sparring six rounds with long time sparring partner Ray Beltran and Russian Ruslan Provodnikov, who began sparring with the Filipino earlier this year.

Top Rank's chief Bob Arum was at the Wild Card Gym, watching the sparring session.

“Well it's the first day so you can't expect him to be on the first day the way he's going to be at the end of the sparring,” said Arum.

Last week, Pacquiao had begun sparring sessions while training in General Santos.

'Political dynasties' haunt party-list system

Commission on Elections (Comelec) Chairman Sixto Brillantes on Wednesday maintained his personal stand against party-list groups whose nominees come from the same family or clan.

He told radio dzMM that the subject is still up for debate among members of the commission en banc.
Brillantes said the next announcement of cancellations of party-list registration and denials of party-list applications will be made next week.

He hopes for the poll body to release all cancellations and denials by November 15 and publish the final list of those who are approved for participation in the May 2013 elections by end of November.

Brillantes also hopes that the Supreme Court can, by December, rule on the appeal of those whose registrations were cancelled and denied by the Comelec, in time for the configuration of PCOS machines in January.

Sandy Leaves 110 Dead

New York struggled to get back on its feet Tuesday after superstorm Sandy carved a path of destruction from the Caribbean to Canada that left at least 110 people dead and millions without power.
The cyclone drove hurricane-force winds and deadly ocean surges against a large swathe of the US East Coast, adding an uncertain twist to an already tight US presidential race.
President Barack Obama declared Sandy a “major disaster” in the states of New York and New Jersey, where he was due to tour flooded areas on Wednesday with Governor Chris Christie, a backer of his Republican rival Mitt Romney.
Romney cancelled a second day of campaign events Tuesday to focus on rescue and recovery work, just one week before American voters go to the polls.
The death toll from accidents related to the storm rose to 43 confirmed in North America since Sandy made landfall on Monday and 67 killed beforehand as the then hurricane tore through the Caribbean.

Mikey Arroyo’s lone bill for guards wallowing in ‘sheer laziness’

Ang Galing Pinoy (AGP) Rep. Juan Miguel “Mikey” Arroyo authored only one bill on the welfare of security guards and the measure has been moving lethargically in Congress, according to the Commission on Elections (Comelec).
In a 6-page resolution discussing crucial points that led the Comelec to cancel the accreditation of Arroyo’s party, the poll body said the lone bill, which has just gone past the first reading was a sign of either “sheer laziness” or a “glaring lack of empathy” for the plight of the truly marginalized.
The Comelec noted that the bill intended for security guards is not likely to be passed before the current Congress expires. The bill has just been referred to the House Committee on Public Order and Safety after passing the first reading.

An earthquake shook Metro Manila Wednesday, according to the Philippine Institute of Volcanology and Seismology (PHIVOLCS).
The earthquake which occured around 10:07 a.m., had its epicenter in Dona Remedios Trinidad, Bulacan.
It was said to have been tectonic in origin and had a magnitude of 3.8, Phivolcs said in its report.

No Pinoy casualties from superstorm Sandy

The Philippine Embassy in Washington D.C. and the Consulate General in New York have yet to receive reports of possible Filipino casualties following the onslaught of superstorm Sandy in the east coast.

Ambassador Jose Cuisia said Sandy has claimed 10 lives, cut power and forced many to flee their homes.

There are more than 460,000 Filipinos in 13 states across the eastern seaboard that bore the brunt of Sandy.

Cuisia said a team is on 24-hour-standby at the embassy to respond to any request for assistance from Filipinos affected by the typhoon; monitor the progress of the storm; and receive updates from the Filipino Community.

Reports from the Filipino community indicate that a number of Filipinos in New Jersey and New York fled their homes due to floodwaters that the superstorm spawned shortly before it made landfall near Cape May in the southern coast of New Jersey.

A Filipino living in Washington, D.C. said some residents of Virginia and Maryland are struggling with the cold weather brought by superstorm “Sandy”.

“This temperature, coupled with rain and strong winds, make it really cold this time. Hindi pa winter dito but that’s how we feel at this time and we would like to believe it is much colder in some areas like Virginia, where there has been blizzards,” Stephen Manangan told ANC’s “Prime Time” on Tuesday.
Manangan said residents living in areas where electricity has been cut are struggling with the cold weather due to the lack of heaters.

“We have heaters, wala namang shut out sa kuryente so we’re glad na mayroon kaming heater dito. Pero in some areas, like Virginia and Maryland, unfortunately, wala silang kuryente kaya wala din silang heater,” he said.

It’s all over for the group of Juan Miguel “Mikey” Arroyo, son of former President and now Pampanga Representative Gloria Macapagal-Arroyo, which claims to represent security guards and tricycle drivers, and an aspiring party-list group of journalists.
The Commission on Elections (Comelec) on Tuesday disqualified Ang Galing Pinoy (AGP) and Alab ng Mamamahayag (Alam), bringing to 33 the number of party-list groups it had so far dropped from the list of organizations qualified to take part in the elections in May 2013.
Among the groups the Comelec earlier disqualified were Ako Bicol, 1st Consumer Alliance for Rural Energy and Association of Philippine Electric Cooperatives, which have incumbent representatives in Congress.

‘Sandy’ batters East Coast

As Superstorm “Sandy” churned slowly inland, millions along the US East Coast awoke Tuesday without power or mass transit, and huge swaths of New York City were eerily quiet. At least 23 people were killed in seven states.
The storm that made landfall in New Jersey on Monday evening with hurricane force cut power to at least 7.4 million across the East and put the presidential campaign on hold just one week before Election Day.
New York was among the hardest hit, with its financial heart closed for a second day and seawater cascading into the still-gaping construction pit at the World Trade Center. The storm caused the worst damage in the 108-year history of New York’s subway system, and there was no indication of when the largest US transit system would be rolling again.
But the full extent of the damage in New Jersey was being revealed as morning arrived. Emergency crews fanned out to rescue hundreds.
A hoarse-voiced New Jersey Governor Chris Christie gave bleak news at a morning news conference: Seaside rail lines washed away. No safe place on the state’s barrier islands for him to land. Parts of the coast still under water.

Bilib I.T. or not: Prison call center eyed

You’ve got to “BILIB I.T.”

Call centers may soon be run in prisons with inmates as operators, thanks to a program initiated by Sen. Alan Peter Cayetano that aims to help convicts get a better chance to resettle and reintegrate back into society.

The program, dubbed “BILIB I.T.,” will grant information technology (IT) scholarships to qualified inmates so they can learn productive skills that will help them get back on their feet.

“We’ll see if we can try building call centers inside jail facilities to help these detainees utilize their training and gain employment,” Cayetano said in a statement released during the program launch at Taguig City Jail.

“I eventually want to get there because it’s a step further toward better rehabilitation,” he added.

Among the courses to be offered are Basic IT, Adobe Photoshop, computer hardware servicing and a finishing course for call center agents, which would include English proficiency and web design.

Donaire 'never faced anyone with guts' - Arce

Mexican brawler Jorge Arce is not impressed with the winning streak of world super bantamweight champion Nonito Donaire, citing the lack of quality opponents faced by “The Filipino Flash.”

In an interview with Boxing Scene, Arce claimed that Donaire has not faced an opponent who was willing to aggressively attack the Filipino champion.

“He has never faced a fighter of my qualities. He has never faced anybody with guts, heart,” Arce said.
Donaire has not lost a boxing match since March 2001, when he lost on points against Filipino boxer Rosendo Sanchez in his second professional fight.

Since then, he has put on a 29-fight winning streak, winning world titles in four different weight divisions along the way. Most recently, he defeated three super bantamweight contenders, including top Japanese boxer Toshiaki Nishioka.
But Arce insists that Donaire has never fought anyone like him, an all-action fighter who is willing to take a punch.

No Filipino casualty in Sandy’s sweep of Caribbean–envoy

There were no reported Filipino casualties during the deadly sweep of Hurricane Sandy across the Caribbean that claimed as many as 65 lives last week, the Philippine embassy in Washington said Tuesday.

An emailed statement from the embassy noted that Philippine Ambassador to the US Jose Cuisia said that Filipino leaders in Bermuda, Cayman Islands, Grenada, Jaimaca, Haiti, Turks, and Caicos, the Bahamas, Trinidad, and Tobago informed the embassy that all their members were accounted for.

As Americans braced for Hurricane Sandy, the Carribean suffered from death and destruction with officials saying storm-related death toll has risen to 69 as of Tuesday.

It had been reported that Haiti accounted for 51 of the deaths, while other deaths had also been reported in Cuba, Jaimaica, Puerto Rico and the Bahamas.

Meanwhile, the embassy again urged Filipinos in the eastern seaboard of the US to heed warnings from authorities and stay out of the way of what is feared to be one of the most devastating storms to hit the country.

Three Marines killed in PH clash

Three Philippine marines were killed and 10 wounded on Sunday in a clash with al Qaeda-linked militants who hold several foreign hostages, the military said.

The troops from the Marine Battalion Landing Team 6 were deployed to a remote village on the southern island of Jolo province to check intelligence reports about the presence there of Abu Sayyaf gunmen and their captives.

"The troops conducted a combat patrol to verify the reported presence of the kidnap victims in the area when they caught up with the Abu Sayyaf group, resulting in the encounter," said regional military spokesman Lt. Col. Randolph Cabangbang.

He said that three were killed and military helicopters evacuated the 10 injured.

The Marines reported having killed two Abu Sayyaf militants, though none of the hostages were sighted or recovered.

Use Miriam's sin tax bill, experts urge senators

Experts in medicine and the economy on Monday called on senators to reject the sin tax committee report of Sen. Ralph Recto, which critics have dismissed as a watered-down version of the proposed law.
Instead, they said senators should use the version of Sen. Miriam Defensor-Santiago in plenary debates on the measure.

"It hews much more to the actual realities and the actual principles that we want. If everybody is in favor of a sin tax bill, let's start with that sin tax bill," economics professor Solita Monsod said of Santiago's version, where the projected tax revenue from tobacco and alcohol products is around P60 billion.

"You'll get more revenues. More lives will be saved," she added.

Recto, who resigned as chair of the Senate ways and means committee amid criticisms against his version of the sin tax bill, himself doesn't want his colleagues to use his committee report, saying it's his intellectual property.

The Government Service Insurance System and the National Museum has kicked off implementation of a partnership formalized in February and meant to make the GSIS’ historical as well as high-value paintings more accessible to the public.
On Monday, the GSIS and the museum highlighted their team-up with the transfer to the latter of Juan Luna’s “Parisian Life.”
Also under the partnership, the museum has named an area within its National Gallery as the Government Service Insurance Wing, which covered three large galleries on the third floor and which was opened on Monday.
GSIS president and general manager Robert G. Vergara said in a statement that through an agreement with the museum, the state pension fund would transfer the management of its art collection to the latter.

Moody’s Investors Service on Monday upgraded the Philippines’ credit rating to “Ba1” from “Ba2,” citing improved economic performance and fiscal flexibility.
Moody’s is the last of the three international credit firms, which includes Standard & Poor’s and Fitch, to improve the country’s bond ratings that are now just a notch below investment grade.
Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco Jr. said the government’s “prudent approach” to external financial management has yielded a “more manageable and sustainable external debt position.”
“In fact, the Philippines is one of the few sovereigns among its rating peers to be a net external creditor, with official foreign exchange reserves exceeding the country’s gross external debt,” said Tetangco. “With this rating action from Moody’s, the Philippines’ long-term foreign currency rating from the three major credit rating agencies (Moody’s, S&P and Fitch) are now all aligned at one notch below investment grade.”

Contempt case involves $354-M award to human rights victims

Victims of human rights violations during the Marcos dictatorship have scored a victory in their long quest to get compensation from the Marcos estate.
A US Court of Appeals for the Ninth Circuit upheld on Oct. 24 a contempt judgment against Sen. Ferdinand “Bongbong” R. Marcos Jr., his mother Imelda and the estate of Ferdinand E. Marcos for violating an injunction that barred them from dissipating assets of the estate.
The judgment amounting to $353.6 million is believed to be the largest contempt award ever affirmed by an appellate court.
The judgment may be implemented against any US property owned by Imelda and Bongbong. However, the human rights victims need to ask the Philippine government for implementation of the judgment against the Marcoses’ personal property in the Philippines.
A Philippine law requires that all ill-gotten wealth recovered from the Marcoses should be spent on the government’s land reform program.
